What does the unit need to improve and how will sending the employee to a certain program help improve the unit? Unfortunately, I've seen people sent out for training simply because of the available training budget or because HR said so. Training should not stop at attending a course but, in fact, should involve using the new skill. That is where the real learning comes in.
